Why is this meter on the left different?

MessageAuthor

And how do I make it just a normal meter? What I did: I inserted a new virtual instrument, then I imported an fx chain. Importing the fx chain (which does have a vsti in it) causes the meter to change from a normal meter than measures volume, to, whatever this is. The bottom half lights up red with there is midi signal, and there appears to be a couple incredibly tiny and useless horizontal meters on it that measure volume. I have googled and forum searched and Reaper Wiki searched and I can't find any trace of what this is. Maybe I just don't know what to search for. I looked all over menus and context menus to find any checked item or anything that's different about this track from the others and I can't find a damn thing.

Looks like the MULTICHANNEL TRACK METERING (Reaper User Guide Chapter 4.14 Page 97) to me. The red flashing light indicated that there is an inciming Midi Note/Message. This behaviour (show midi thingy ihn MCP/TCP )can be toggled on/off somewhere as well.

Right-click the MCP master meter. Un-tick: "[√] Multichannel peak metering" >
